Research Title

The efficacy of Tools and Techniques and an Appropriate Body of Knowledge, Skills and Competencies for Effective Programme Management

Research Aims

Background of the research study

The construction industry can be viewed as complex; and its main product provide us with shelter (homes) and basis of our livelihood (offices, factories etc). in the past attention was paid to managing projects in isolation but now the academic and construction industries embrace the reality of the fact that at any one point certain clients or contractors are having to operate more than one project at a time. The changes forced the industry to rethink and review mean of managing multiple projects using common planning approach and resources. The approach which brings the planning, managing and coordination of several projects under one management approach to achieve optimum benefits than each project managed individually is known as programme management.
For programme to be successful, stages/processes/activities of the individual projects will have to be align, coordinated and managed properly. To manage aspects of programme in view of achieving the overall benefits certain tools and techniques are required as the vehicles for the management. Being programme management as a fairly new management approach, my research aims to identify the stages/processes/activities in programme and allocate certain tools and techniques to manage. Identification and allocation of the tools may not be sufficient without having to check and verify the effectiveness of those tools and techniques. The research will check the efficacy of the tools and techniques for effective programme management and produce appropriate tools and techniques and body of knowledge ready for programme organisation to adopt.
Other side of the research will explore the training, skill and competency of the persons who can be charged with the control of programme. As many people think programme management as the extension or next level of project management, this research will also investigate if the training, skills, experience and competency of project manager sufficient to manage programme or must new programme managers be trained to perform the responsibilities.

Research Methods

  • Literature Review: literature review of extant literature is on going in the areas of programme, portfolio and project management. Sufficient sources have been identified in Journals, books, internet databases, periodicals and conference proceedings. Participation at conferences and workshops is also providing essential discernment of the main themes and importance of knowledge management and human resource management on performance improvement in construction organisations.
  • Data Collection: In the main, semi-structured interviews, postal questionnaires and case studies are to be employed for this research. The use of interviews will be as an investigative mechanism to identify the key human resource factors that inhibit and promote knowledge management initiatives.
  • Data Analysis: Statistical Package for Social Sciences (SPSS) will primarily be used to analyse the quantitative data collected. Non-numerical Unstructured Data Indexing Searching and Theorizing (NUDIST) would also be employed for the analysis of qualitative data.

Research Objectives

  • To investigate the nature of programmes and how they differ from projects
  • To investigate and document the main tools and techniques for programme management, their frequency of use and their efficacy
  • To ascertain the major challenges that confront programme managers and the extent to which they effectively address these challenges
  • To investigate and document the critical success factors to effective programme management
  • To explore and document the skills, knowledge and competencies which programme managers bring to their job, and to develop an appropriate body of skills, knowledge and competencies for effective programme management
  • To investigate the training, education and career profile of programme managers
  • To ascertain and document current and training needs of programme managers, investigate the nature of education and training provisions for programme management, and provide appropriate guidance to educators in this regard
